Fellenz
will oversee Caltrans' legal office

Tom Fellenz has been named deputy chief counsel for the California
Department of Transportation. Fellenz will lead the department's
47-attorney Sacramento legal office. He joined the department
in 1980. Kathy Booher has been named chief of the office of financial
accounting and analysis within the Department of Transportation's
division of accounting. She brings 15 years of accounting experience,
including 13 years with Caltrans, to the position.
The California Restaurant Association has promoted Lara Diaz
Dunbar to vice president of government affairs and public policy.
She formerly served as senior legislative director for the CRA.
Her areas of expertise include labor, employment, tax, civil
justice, disability laws and federal issues. Dunbar will continue
lobbying these issue areas as well as oversee the entire CRA
government affairs department.
David Conover has joined HDR as national director of construction
management for the company's water business group. In addition
to expanding and managing the national program, Conover will
serve as the construction services manager for the firm's Northern
California transportation and environmental groups. He previously
was director of project management for the Sacramento Regional
Transit District, and brings more than 28 years of experience
in construction management to the position.
Lisa Harmon has joined Environmental Science Associates as a
project manager. She will manage environmental assessments, environmental
impact reports and environmental impact statements for airport
development projects for the firm's aviation clients. She brings
15 years of experience to the position.
Dennis Morin has been named training director of the Sacramento
Area Electrical Training Center. He will oversee a faculty of
20 instructors who teach apprentices and journeyman workers the
skills required for inside wiring, residential wiring and the
installation of sound and communications systems.
Crocker/Flanagan has named Julie Childs as an account manager
in the client services department, Rachel Berg as an account
coordinator and Julian Edwards as accounts payable specialist.
Childs brings more than 25 years of experience in marketing,
sales and project management of communications campaigns to the
position. She previously served as an account director for Barcellona
Inc. Berg will be responsible for tracking the day-to-day work
flow for agency clients, including the Sacramento Area Regional
Technology Alliance and Calnet Business Bank. Edwards' responsibilities
include ensuring the accuracy and timeliness of business transactions
for the firm. He previously worked as a tax preparer and hotel
auditor.
Home Equity Mortgage has named Bill Clince to manage the Sacramento
branch. He most recently served as a senior loan officer for
the company in St. Louis.
